Monroe explained ground rules that allowed each candidate up to three minutes for a brief statement of position before the floor was opened to questions. All candidates were given the opportunity to respond to every question.

In opening remarks, Peter Luke focused on experience, describing it as the single most important issue delineating him from his opponent, Douglas Baumgardner.

“I was a police officer in Virginia Beach for six months,” Luke said, explaining that he worked two summers in a special program run by the University of Virginia law school. As part of duties both while walking a beat and driving a police cruiser, Luke continued, he wrote tickets, made arrests and testified in court. “I came to understand the problems police have in day-to-day enforcement,” he said, adding that this experience would aid him in establishing a good working relationship with the sheriffs department.
