Answering a question on tax relief for the county’s senior citizens, Kilpatrick noted that the county raised funds through real estate taxes and the utility tax (currently $3 per month on both telephone and electricity). He described the utility tax as “a tax on people” and said the same amount of revenue could be raised by eliminating the utility tax and raising the property tax to $5.20 on $100 of assessed value.
“That’s a policy question,” he said, adding that it was one way of helping elderly people on fixed incomes who own small houses and have just a small parcel of land.
Kilpatrick stated that he supported an ordinace making it illegal to carry a loaded rifle or shotgun in a motor vehicle or walking on a public right-of-way. “If you don’t want cars driving down the road with guns poking out windows, you’ve got to put heat on your supervisors,” he told the audience. Addressing the issue of controlled growth, Kilpatrick stated that the more growth the county has, the more services are required and the more taxes dollars are needed. “The more the county is opened up to growth, the higher the tax rate will be,” he maintained, adding that Rappahannock’s zoning and subdivision ordinances
