Objecting to an outlay of $7,000 for consultant fees, Mrs. Massie asked what happens if the board doesn’t agree with McCormick’s findings. She noted that the school board has already received two reports—one last year and one in 1976—on capital outlay needs and both times, rejected the recommendations. (In addition, a third report from a joint supervisor-school board committee was made by supervisor Chairman E. P. Luke just two months ago.)
Eastham maintained that the board wouldn’t hire McCormick without confidence in the consultant’s capabilities and would therefore surely accept his recommendations. There were no similar assurances forthcoming from the other two board members present, Allen Stokes and Walter Masterson.
