In considering Lerner’s request for rezoning to planned developmentshopping center, the county planning staff reported that his application met or exceeded the minimum standards set by the comprehensive plan with one exception.
Under guidelines for new commercial development, the plan held that a minimum population of 100,000 to 200,000 within a radius of five to 1S miles was necessary to support a 400,000 to 1.000,000 square foot shopping center. The planning staff noted that while this population did not exist at the time of Lerner’s application, it was likely to be present by the time construction was completed in the 1980's.
