Irresponsible

Once more the Rappahannock School Board has shown its fondness for being penny wise and pound foolish. In a ridiculous gesture, which board member Robert Eastham called "fiscal responsibility.” the board voted to return just over $3900 to the county's general fund at the end of the 1979- 80 school budget. I consider this fiscal irresponsibility.
The board had before it more than $13,000 worth of bills which will have to be paid in July out of the new 1980- 81 budget. If some of these had been paid out of the old budget the board could anticipate an easier time living within the new budget. The board started the 1979-80 budget with such things as duplicating paper, art supplies. custodial supplies and textbooks paid for out of the old budget. They will not be able to start the 1980-81 budget in the same shape. The $3900 would not have paid for all these things, but it would have made a start.
It is not always possible to tell what strains will be put on a budget. Gasoline and fuel oil prices so strained the 1979-80 budget that the board could not have paid for all the $13,000 worth of obligations even if they had been willing. We know that since the board voted not to order another modular unit, there is nothing in the new budget to pay for space for the classroom for learning disabled children which the school must provide this fall. There will undoubtedly be other problems with the budget.
Mr. Eastham, however, said there was plenty of money in the new budget to pay for all of these things. If the board truly believed that, it should have seriously considered using some of the
