My computations regarding the cost of the Referendum just held were based directly on the '79-'80 and the '80-81 budget estimates. When the ’79-’80 budget was prepared in the spring of 1979, only the one election last November was then anticipated. $6,964 was provided for that election, the amount presumably determined by the Election Board. In the budget for fiscal year '80-'81, $9,086 is provided for the one election anticipated for next November.
Title 22-79.4 of the Virginia Code provided exactly the same procedures for conducting the Referendum as for general elections, down to the final step of certification to and recording by the circuit court. In fact, the law I have cited requires in three places that “the regular election officials” shall conduct the Referendum “as in other elections."
If the Election Board has fulfilled all requirements of the law in conducting the Referendum just held (and I assume it has), how does the Board give us one election for H750, as you claim, and :harge us $7,000 for another, and $9,000 for still another ane? No doubt the Board’s awn compensation will tmain the same for the year vhether they hold 1 or 2 'lections in the year. But if ou will check page eight of
