Supporters Missing
“We didn't know it would be like this,” said the applicant’s son. Elvis Dodson, after chairman Barksdale invited supporters of the rezoning application to speak. "We could have brought people up here.” In defense of the garage proposal, the younger Dodson said the business wouldn’t generate a lot of traffic. He acknowledged the justification of Kenyon’s complaints as to visual impact but maintained that neither Hawkins nor Whalen could see the garage lot from their properties.
Barksdale told the Dodsons that they will have a second opportunity to bring out supporters of the rezoning application when the supervisors hold their required public hearing.
"How many do you want me to bring? Twenty or thirty? I can get some big shots too,” Dodson replied.

Before the close of Wednesday's hearing, commonwealth’s attorney Douglas Baumgardner read the Virginia Supreme Courts definition of spot zoning as zoning solely to serve the private interests of one or more landowners as opposed to zoning in compliance with an overall zoning plan. “The key is ‘overall zoning plan’,'’ he' told the commissioners, listing four factors they should consider in their decision on Dodson's application:
