revenue might endanger the already short Medicaid fund. In fact the fund is so short of funds that some benefits may be reduced in spite of the Governor’s recommendation to shift some of the surplus (l'/> million dollars) to help out until June 30, 1981. The only real surplus we had was the $64 million carried over in cash from 1980. The remaining so called surplus of over S100 million, as so erroneously written up in the Richmond news media, is not a surplus at all, but an expenditure of anticipated revenue between now and June 30, 1981. The Finance Committee is continually receiving revenue estimates but has as yet to receive an estimate of expenditures. It is tough to make a decision with that kind of information.
