The SWCB permit “should come first,” Estes responded. “Why change our ordinance when he might not even be able to get a permit?”
If Kuncewicz had approval from the SWCB, Miller asked if Estes would still be opposed.
“Probably so but I’d rather not say at this time,” Estes answered.
“Bacteria will be the least of your worries with fish skins coming in frozen and going out processed,” Worrell interjected. He explained that the odors of fish houses and docks, like the objectionable smells from tanneries, are caused by rotting flesh.
