Having completed the vast majority of its legislative chores for 1981, the Virginia General Assembly adjourned Saturday, ending one of the legislature's shortest and busiest sessions ever with final action on dozens of measures coming on the last day.
As work was completed on a 1981 "mini-budget” bill, a last-minute heating fuels tax bill and scores of other items, the legislature agreed to go home for slightly more than a month before returning in special session to consider responses to any measures vetoed or returned with objections by Gov. John N. Dalton.
The special session, due to reconvene March 30, will also take up emergency legislation authorizing the state to build a coal loading facility in the Tidewater city of Portsmouth. election of judges ana. probably most importantly. reapportionment of the state's political districts.
Major accomplishments of the regular session include the $277 million addition to the state's $11.7 billion budget, drawn up in 1980 for a two-year budgeting cycle.
