E. P. Luke, chairman of the Rappahannock supervisors and the board's representative on the planning commission, questioned why the rezoning was necessary for Settle to inspect cars when he’s been running a garage business for over three years with none of the required land use approvals.
"Unless you characterize the garage as a home occupation. he has to have a rezoning just to do what he’s been doing for the last three and a half years, maybe seven years." advised commonwealth’s attorney Douglas Baumgardner.
