The Joannou bill was net alone, however. The Senate also killed every other tax relief measure sent to it by the House, which had voted for a sales tax break on food and twice for a repeal of sales tax on non-prescription drugs.
The second House vote on the tax on drugs came on an amendment to a fairly routine airline fuels tax bill sent over from the Senate. However, when the amended bill came back to the Senate, the bill was allowed to die from inaction.
Del. David G. Brickley (DPrince William), who proposed the amendment, blamed Sen. Edward E. Willey ( D-Richmond). powerful chairman of the Senate Finance Committee, for pulling the strings in the Senate that prevented the amended bill from passing.
"The senior senator from Richmond would not agree on a committee of conference (used to iron out differences between the two houses). It’s a cheap shot." Brickley said.
