Also approved among the 1,600 pieces considered in the frenzied 38-day session were stricter controls over precious metals dealers, bills aimed at the preservation of agricultural and forestal land, revision of the state's rape laws and a tough antidrug paraphenalia law.
Defeated were attempts to bring initiative and referendum into the state's constitution, to raise the maximum annual interest rate on revolving credit plans from 18 to 24 percent, to place restrictions on the sale of handguns and to institute "meet and confer" procedures for local governments and public employees, particularly teachers.
The heavy workload, which at times pushed the legislators into marathon sessions, including one that lasted until 1:10 a.m.. helped to defeat some measures which couldn't be studied in sufficient detail, according to some legislators.
