Drinking Age Raised
Among the items that won legislative approval during the 1981 session were:
—an increase in the beer drinking age from 18 to 19 for off-premises consumption only. Eighteen-year-olds will continue to have the right to buy beer to drink on premises:
—a directive to the state board of health to accept any alternative sewer system not found unsafe environmentally;
—a bill allowing the state to be sued by individuals for negligent or wrongful acts by its agencies, although the maximum sum allowed is $25,000;
—legislation exempting carpools and van pools from laws governing commercial carriers, such as insurance requirements, business licenses, income taxes and overtime pay;
—authorizations for state funding of abortions in case of rape, incest or severe fetal
