rezoning, Werner Krebser, representing the local Izaak Walton League, described the application as "a real transgression against the county of Rappahannock...spot zoning at its worst,” citing a recent Virginia Supreme Court definition of the term. He maintained that there’s no reason why a building supply operation can't open in the county’s existing villages or other area designated in the comprehensive plan as suitable for commercial development. “This is the wrong place,” he concluded.

Speaking for the Rappahannock League for Environmental Protection, Phil Irwin described the location of the proposed building supply business as coming just before “the scenic vista, the gateway to the magnificent ecology we have here.” He also noted that the site isn't designated for commercial development in the county’s comprehensive plan. Questioning whether a small operation like that proposed by Brown could be competitive with larger businesses, Irwin maintained that in considering the rezoning request the commissioners shouldn’t let convenience outweigh the “total inappropriateness” of Brown’s application.
