proposed budget, Bloomer replied that the unencumbered planning time, while desirable, didn't have the high priority of other, more pressing needs.

As to insurance for damaged property, the superintendent said questions exist on the legality of using school funds to compensate individuals directly. He added that he did not have time prior to preparing the 198182 budget to look into possible insurance options.

Diane Wood, third grade teacher, urged the board to adopt the indexed salary scale as a means of keeping experienced teachers. A second year teacher herself, Wood said she was amazed at the knowledge she’d gained in just one year.

Becky Hawkins, seventh grade teacher who has worked three years in the county,-said she would like to stay in Rappahannock but was “forced to look elsewhere for a teaching job” due to financial considerations.

The cost of commuting from her home in Front Royal makes it imperative that she belong to a carpool, an arrangement that prevents her from participating in extra-curricular activities after school, Hawkins said.

“I’d like for my raise to keep up with inflation...I’d like for Rappahannock not to be known as a training ground,” she said, adding that experienced teachers, even those like herself with only three years time, “are a minority group here.”
