Despite public criticism and the possibility of court challenges, the committee approved a plan last Wednesday that places Rappahannock County in a single member district with Warren and Shenandoah counties. Delegates supporting the committee’s plan said it was better than creating 100 single member districts because it maintains communities of interest and does not break jurisdictional lines.
Committee chairman Del. John D. Gray (D-Hampton) said Monday that the committee had been advised by its attorneys that the plan would meet federal one manone vote guidelines for equal representation.
The plan approved by the legislature in April was declared unconstitutional by a three-judge federal panel here in late August. The court ruled that the plan did not meet federal one-man, one-vote guidelines for equal representation, and said the legislature would have until Feb. 1 to develop a revised plan that would meet population requifements.
