Del. Claude Anderson (DDillwyn), who will become committee chairman in January, said the singlemember district plan would have divided counties and cities around the state. The subcommittee plan, he added, was “the only plan we could devise that would not break jurisdictional lines.”
The full House is scheduled to consider the committee’s recommendation in a special session of the General Assembly beginning Monday. Despite indications last week that there was some support for a single-member district plan, it now appears that such an approach will encounter difficulty on the House floor.
The new plan must be in place in time for a special election to be held in 1982, according to the court’s ruling. The court allowed this year's House elections to take place in the districts proposed in the unconstitutional plan, but said candidates would serve only a one-year term.
