ideal population per district, and a total deviation in redistricting plans of 10 percent. The total deviation is found by adding together the districts with the highest and lowest deviations from the ideal.
The court also said that if the legislature is unable to develop an acceptable plan, the court will develop a plan with 100 single-member districts.
It appeared last week that support might be growing for the single-member district approach. But the committee overwhelmingly rejected single-member district plans offered by Del. Vincent F. Callahan Jr. (R-Fairfax) and Del. Clinton Miller (RWoodstock).
Both Callahan and Miller criticized the new plan. Callahan said the plan "has too many holes in it,” and Miller said the plan was “not much better” than the plan that was declared unconstitutional by the courts earlier this year.
