This authority includes identifying and listing hazardous wastes; regulating waste treatment, storage, and disposal facilities; implementing a cradle-to-grave manifest system; regulating hazardous waste generators and transporters; and

inspection and sampling all waste management facilities. Under an informal agreement signed November 19, 1980, between the Commonwealth and EPA, the Virginia Department of Health has been carrying out a substantial portion of these activities.

He pointed out that Virginia can now apply for Phase II of the program which will grant Virginia the primary authority to issue permits to hazardous waste treatment, storage and disposal facilities in the Commonwealth.
