Virginia state policy requires goal setting toward a permanent family home for the child in foster care. Return to the natural parents is the number one goal priority. Adoption, as a goal, is the second priority. The study showed that foster parents may provide an adoption link. Financial assistance through adoption subsidy is currently available for children with special needs in 65 out of 124 local welfare agencies. Rappahannock County does not use adoption subsidy.
Many foster parents showed an interest in involvement of return of the child to his natural parents and with all of the activities concerning the child. The study confirmed suspected linkage potential of foster parents within the foster care program: in working with a child's natural parents and perhaps his adoptive parents.
