Otis noted that he'd worked every year on the school roofs in Rappahannock since 1977. "That was the cycle." he said, adding that he was initially scheduled to go back over the three sections now leaking at the elementary school in 1981.
Otis reported that he'd required the Madison County High School roof under a similar arrangement when that building sprung leaks in the gym and 12 classrooms.
Estimates for a new roof ran from $120,000 to $135,000 "and I did it for a quarter of that," he said. "1 took the gravel off. patched it with fiber glass and cement, applied a tar coating and then regraveled...I finished it in the late summer of 1980 and they haven't had a drop of water come in since."
According to Otis, the leaks in the eleementary school gym arise from an "expansion problem." In the past, he said, every time former principal Graham Spencer called. "I was up here. That can be verified. That's the reason why I'm upset...The cafeteria must have been leaking for some time and I wasn’t called."
Mrs. Massie acknowledged that the board recently has solicited bids on roof repairs
