At last Tuesday's meeting of the Rappahannock school board, superintendent Robert Estabrook presented "a plan fp* planning" as the first step in a projected school improvement program.
Noting the concern in the county over adequacy of the school plants, particularly the high school. Estabrook said that the board must have some over-all plan as to what data it needs before making a decision "to build or not to build"
He reported that he had checked with other divisional superintendents and a Richmond architectural firm
