RICHMOND—The Senate overcame a last-minute filibuster in the waning hours of the 1981 General Assembly session last Wednesday morning and approved Gov. John N. Dalton's amendments to a fourth redistricting plan for the House of Delegates.
In a 26-12 vote, the Senate approved the amendments after Sen. Frank W. Nolen ID-Augusta) engineered an 85-minute filibuster designed to delay^a vote on the amendments until noon, when he believed the 1981 legislature was supposed to adjourn and make way for the 1982 assembly to be sworn in.
