FOODBANKS do not distribute to individuals but to non-profit tax exempt member agencies who issue emergency food boxes to individuals or serve congregate meals to needy people. In order for these FOODBANKS to be part of the program they must sign an agreement with the Virginia Department of Agriculture and Consumer Services. This cheese is for distribution in the emergency food boxes.
