While the proposed budget shows nothing for contractual architectural services for the long overdue high school building program, it does include a steadily increasing figure for attorney’s fees, Kilpatrick continued.
These fees are paid to the school board’s special counsel although legal advice is available at no charge from the commonwealth’s attorney, she said.
The board’s hired lawyer, Phillip Stone of Harrisonburg, “spent hours (at the last school board meeting) helping them demote Mr. Wingfield," she said.
In addition. Stone is consulted frequently on special education matters with the thrust “not on how economically we can meet the needs of special education children but how we can best get out of meeting those needs,” she charged.
She seconded a request made two weeks ago by school board chairman Beverly Massie that the supevisors act as soon as possible to approve a salary scale for the coming year so recruitment of new teachers can begin. “It looks like we're going to need a lot (of new teachers),’’ Kilpatrick added.
