Eileen Day noted that the Equalization Board has received several complaints from people concerned about the impact fair market value assessments will have on inheritance taxes. “There was nothing in our instructions (during training by State Department of Taxation personnel) that says we could consider that...Inheritance taxes don't have anything to do with market value.” She added that large landowners who farm, the element voicing the most concern over inheritance taxes, qualify for inheritance tax breaks under new federal regulations by maintaining the inherited property in farming for a specified period.

“These threats of a suit—if we’ve done the job of equalizing property assessments to the best of our ability, what could be the basis for a suit?” asked Williams.
