“I feel we’ve complied with the law," Barksdale responded. While landowners may not have requested review, a neighbor might have, he said. "If we make a change, we send out a notice and the landowner can appeal. If he’s unhappy, we’ll hear from him."

“You can hear from him in one or two ways...He can appeal to the circuit court but there are many people who may not want to go to that expense,” Fletcher said.

"Why would they think that the circuit court is the only way to go (with an appeal) when they haven’t tried the Board of Equalization?” Day asked.
