School superintendent Robert Estabrook says it would seem to him to be the university’s responsibility to evaluate beginning teachers.
Yet Rappahannock, along with the rest of Virginia’s counties, must start forming guidelines for a new beginning teacher evaluation program that takes effect July 1, 1984.
The Beginning Teacher Assistance Program endorsed and administered by the state department of education revises the process for licensing teachers. Previously teachers were licensed upon graduation from a university; now they will have to successfully complete a two year provisional period, a time which school board chairman Beverly Massie said actually amounts to an apprenticeship.
