The program is intended to help beginning teachers in the above areas and also as a means for identifying those teachers who do not meet minimum performance standards.
Estabrook said the school board will need to adopt standards for reviewing these qualities and present them to the state board for review. Meanwhile the state is presently looking at existing beginning teacher evaluation programs in other states, legal precedents and professional literature on teacher competence.
