“The Senate has fewer great men in it—those especially effective or those especially principled—people like Paul Douglas, Robert Taft. LBJ, Phil Hart and Robert Vandenberg. There is little give and take debate—rather a senes of set speeches. The institution is as disorganized as ever. Rarely does anyone know what is going to happen on the Senate floor for more than a day at a time. The Senators’ attention is too scattered so they know very little about a lot of different topics,” maintains Isaacs.
