these problems, the EPA Bay Program developed numerous alternatives for action. Among the alternatives recommended for adoption are:
—Development of a basin-wide water quality management plan and a computerized water quality model.
—Consideration of Chesapeake Bay Program findings when making decisions on the issuance of wastewater discharge permits.
—Adoption of a phosphorus detergent limitation of 0.5 percent by weight in Maryland, Virginia and Washington, D.C.
—Change EPA’s construction grants program for municipal sewage treatment facilities. These changes include considering the findings of the Bay Program when EPA reviews the need for advanced waste treatment plants; better plant operator training programs; faster development of industrial pretreatment programs; improved sampling and inspection of plants; the development of educational programs to encourage water conservation.
—State adoption of programs for control of nonpoint sources of water pollution. These include the adoption of Best Management Practices (BMP), which are specific measures that reduce loadings of nutrients, sediments, agricultural chemicals and bacteria from animal waste; the development of incentives to encourage farmers in the use of BMPs; the implementation and enforcement of urban stormwater runoff control programs.
—Adoption of a number of other actions, including
