I suggest this was done without a permit and was done even though Mr. Spellman expressed in his will dated May 8, 1980, “I desire to be buried in the Reever family plot in the cemetery of Grace Episcopal Church, Kilmarnock, Virginia.” Evidentally Mrs. Saltonstall has her own interpretation of this request also, as she did regarding his estate.
True, it is none of my business who he left his estate to; however it should be everyone’s concern if some people are allowed to disregard zoning ordinances.
All the people who have told me of suspected zoning violations should write an open letter and ask for an explanation. If you don’t, there will eventually be no need to have a zoning ordinance.
If there are violations, why are they overlooked?
