RICHMOND — Sen. Charles L. Waddell (DLoudoun/Fairfax) got his long-awaited committee chairmanship last Wednesday, but it wasn’t the one he expected.
Mr. Waddell was appointed to head the Senate Transportation Committee. Throughout his re-election campaign last year, he said he expected to be head of the Local Government Committee.
Senate Minority Leader William A. Truban (RWood8tock/27th District) remains on the Rules, Agriculture, Finance, General Laws and Privileges and Elections panels.
And one of the seven newcomers to the Senate, Kevin G. Miller (R-Harrisonburg/26th), was appointed to four committees — Local Government, Privileges and Elections, Rehabilitation and Social Services, and Transportation.
There were few changes in committee assignments for local members of the House of Delegates. They are as follows: Robert T. Andrews (R-Loudoun/33rd), Roads and Internal Navigation, Conservation and Natural Resources, and Mining and Mineral Resources; Raymond R. Guest Jr. (R-Front Royal/31st), Roads, Finance, and Agriculture; Thomas M. Moncure Jr. (R-Stafford/53rd), Courts of Justice, Labor and Commerce, Chesapeake and Its Tributaries; Kenneth R. Plum (D-Fairfax/36th), Corporations, Insurance and Banking; Conservation and Natural Resources, and Nominations and Confirmations (chairman); and Kenneth B. Rollins (R-Loudoun/32nd), Courts, Roads and Claims.
Phone Meetings
Governing bodies that want to conduct public business in meetings held over the telephone may have their phone lines cut, so to speak.
A bill introduced by Del. Ralph L. Axselle Jr. (DHenrico) would ban such teleconference meetings. Gov. Charles S. Robb said last week he would support the bill.
A Virginia Supreme Court decision last year held that the state Freedom of Information Act did not prohibit such teleconference meetings. Del. Axselle’s bill would amend the FOI to close the loophole that the court’s action opened.
Lottery Chance?
Despite Gov. Charles S. Robb’s opposition, two senators have introduced a bill to establish a state lottery.
A lottery bill died last year in the House of Delegates. Robb said last week he is against it, but one of the senators, William E. Fears (D-Accomac), said the governor “didn’t say he’d veto it.”
Pay Raises
Fauquier County School Board members may be getting a pay raise this year.
