On the evening qf Dec. 17, the commonwealth’s top military leadership gathered at the Executive Mansion, in Richmond, for virh^t had been billed as a gala reception to honor outgoing Gov. Charles S. Robb.
It was that, all right. But actually the affair, which had been arranged by the governor’s military aides-de-camp, was held primarily to present the surprised Robb with the state’s highest military decoration, the Virginia Distinguished Service Medal.
The presentation was authorized by the .Military Board of Virginia which is chaired by retired Lt.‘ Gen. Samuel Wilson. Taking part in the ceremony were Maj. Gen. John G. Castles, the commonwealth’s adjutant general, and Maj. Gen. Albert R. Morris, commander of the newly formed State Guard.
The award has a relatively short but highly distinguished history. It was established by the board in 1931 and has been presented to only a handful of honorees. Among those receiving it have been Gen. John J.
