Robb quickly found that things were even worse than he had thought. The Virginia guard ranked 36th in the nation and was on a precipitous downward slide. Before the situation could be turned around, its rating tumbled to 50th. Virginia was saved from being in the cellar only by the even sorrier performances of the. guard units from Guam and Alaska.
The goverrtbr first appointed Wilson to head the state’s Military Board. Then he named Castles as Virginia’s nepr adjutant general and commanderof the guard. And finally Robb himself took an active personal role in seeing that his goals were being carried out. He fully backed Castles as the latter, in Wilson’s words, “set about the controversial task of moving peopel around — some up, some down and some out!”
