Slowly the renewed gubernatorial attention to the guard’s effectiveness began to pay off, and the improved morale, training and professional proficiency sent the Virginia units’ stock soaring.
Within months Virginia had risen from No. 50 in the order of states to the No. 1 position. For a year and a half it has been engaged in a tough competition with the West Virginia Guard for the top spot. Most of the time Virginia has held it.
It is for this achievement that Robb received the unexpected decoration. But the award aside, the governor says he is proudest of the guard’s progress. He is now satisfied that both ground and air units have the ability to carry out their assigned tasks with effectiveness and professionalism.
And although parades are only a miniscule part of the new guard’s mission, Robb expects no repetition of the inaugural performance of four years ago. ^
