Regulations governing operation and maintenance will tighten over the next few years as landfills are brought into compliance with the recently strengthened federal Resource Conservation and Re-, covery Act, according to the Warrenton-based Piedmont Environmental Council, which in its monthly newsletter questioned whether waste disposal is an appropriate land use. The newsletter pointed out that as landfill regulations tighten, so will the squeeze on county coffers — and county taxpayers — to fund implementation of those regulations. Equally as important, citizen awareness of the environmental dangers posed by landfills, particularly on the potential for groundwater contamination, has heightened. Everyone recognizes the need to dispose of solid waste in a safe and convenient manner, but no one wants a landfill, no matter how carefully sited and operated, next door.
