They say zoning restrictions deprive people of decent, affordable housing. The manufactured housing industry also lobbied heavily in favor of the bill.
Opponents of the bill included a host of local officials and the Virginia Association of Counties, which said the bill would usurp local zoning authority.
The legislation had been pending for almost a month before the Senate Committee on Local Government, which killed it once, but agreed to reconsider an amended version.
The new bill softened the mandate on local governments by allowing them to limit the mobile homes to designated areas within the jurisdiction, although they could not prohibit them entirely or place “unreasonable” restrictions on them.
The amended bill passed the committee on Thursday, when Sen. Waddell switched his vote in favor of the bill.
“I still have some misgivings about the bill,” he said later, “but it’s certainly preferable to the other measure.”
