Culpeper’s landfill is just a few years old while Madison opened a new site in 1985. In f a^mer. the supervisors are trying to buy additional land as a safeguard for when the current site reaches capacity. Only in Orange County will landfill space run out in the near future, Mr. Cilimburg noted. And judging from the legal and political battles those counties have had to wage to expand their landfills, he questioned whether any of them would be willing to accept Rappahannock’s solid waste.
Higher cost could spark cooperation
But the impetus to cooperate in a regional approach to solid waste management may come as landfill operation gobbles a bigger chunk of county budgets with the state’s adoption of new regulations required to meet federal standards. Mr. Cilimburg reported that Virginia’s response to the Resource Conservation and Recovery Act has been drafted but not yet enacted, the delay apparently due to the substantial cost increase which the new regulations will entail.
Even when the financial gouge comesi, it probably wouldn’t be practical to have a shared resource recovery facility in the planning district, Mr. Cilimburg said. “The low population density, the waste stream and the lack of energy buyers combine to reduce the practicality of locating a facility here,” he said. What would be more feasible, he explained, would be to locate compactors, recycling stations and transfer points in each county and then haul the solid waste to a plant elsewhere. “But the big key to anything like that is making sure we have a long term commitment to accept solid waste,” he added.
