. Joyce Abell, saying that she believed she was “preaching to the converted,” urged the school board to increase teacher salaries to avoid the turnover problem existing in the Rappahannock schools. She said that the turnover here is five times greater than in Montgomery County, Maryland, where she previously taught. She said that teachers there earned on the average of $10,000 more than Rappahannock’s teachers.
Mrs. Abell stated that while rents are cheaper in Rappahannock, other items cost more including utilities, food and transportation.
“I don’t see how teachers can live on this salary,” she said, “teachers are being put upon which makes them angry and that impacts their Reaching.”
