The system’s engineer, Hank Gerhart, advised members of the board that in his opinion the plant was substantially complete as of February 26. This status means that the board must now begin to pay insurance, electricity, telephone, and costs associated with these items.
WSA chairman Bob Dennis asked the Authority to hold an election to find a successor for his position. “I would like to step down from the Authority,” he said. Mr. Dennis said that he would serve his entire term, which expires August 1, but he believes it would be in the best interest of the WSA to find a replacement earlier.
“There are people in Sperryville who could really make a contribution to this project,” said Mr. Dennis. He explained that as the operation has moved from the construction into the “operational phase”, it is important to find a successor who has a stronger business background.
He also wants to find a new person as soon as possible because of the resignation of RappahannockRapidan Planning Commission executive director Wayne Cilimberg. He believes that a new chairman should begin very soon to work with Bill Strider who will be replacing Mr. Cilimberg on this project.
Authority members Del Price, Carson Johnson, and Martin Woodard seemed uncomfortable with this reasoning; they prefer that Mr. Dennis remain as chairman as long as possible because of Mr. Dennis’s knowledge of background issues that they believe would be useful during the operational stage.
More discussion of whether to hold an earlier election will be held at a special WSA meeting later this month. That meeting, for which a date was not set, will also involve the determination of an initial operational budget to be presented to the Rappahannock County Board of Supervisors.
