The legislature took some controversial steps, such as lowering the blood alcohol level necessary for automatic conviction of drunken drivers, prohibiting tobacco sales to minors and enacting a law with penalties for marital rape.
It failed to make much more than a dent in the banking lobby, which won a hard-fought battle over credit card interest rates and the way they are computed. It also killed an attempt to reform the state’s divorce law, so that fault for a marriage’s dissolution no longer would be an absolute bar to award of alimony.
On local issues, the results were mixed.
Loudoun, Fauquier and Rappahannock got two new judges —Jean H. Clements and Charles B. Foley — although not without controversy up to the final hours of the session.

The Virginia Game Commission has put the problem of “slob hunting” on the agenda for its March 21 • meeting. The session will begin at 9:30 a.m. in the Richmond offices of the commission.
