In seeking approval to divide a 25-acre lot from the 115-acre residue, Mr. Frazier submitted the survey necessary for plat approval on Dec. 8, one week after the three-division restriction took effect. Under the old ordinance, there were no controls on the number of lots which could be subdivided with administrative approval so long as the lots were 25 acres or larger. Had his survey been presented to the zoning administrator prior to Dec. 1, Mr. Frazier’s 25-acre lot could have been authorized without any additional hearings or permits.
