The board discussed several suggestions for tightening the wording of the historic district ordinance, which governs the decisions of the ,r ARB. Mrs. Willis suggested that Section 4 be amended to state that issuance of an occupancy permit be contingent upon certification of compliance with the requirements of the ordinance.
She also suggested that the guidelines in Section 7 of the ordinance be better defined as to what is meant by "reconstruction by right.”
Mr. McCarthy told the board that he had talked with town attorney Frank Reynolds about reviewing the ordinance and rewriting certain sections. He added that he had talked to officials in several other localities, and was disappointed to learn that "their ordinances are not much more informative as to specifics than ours is.”
There are two extremes, he said: "The Reston Homeowners Association, which is specific down to the square foot, and other historic district ordinances, which are as vague as ours is.”
Mr. McCarthy agreed to present suggestions for strengthening the ordinance to the board at its meeting Feb. 12.
