"If I’m the general contractor building my own home or an addition onto my home, and I subcontract the electrical or the plumbing work, does the subcontractor have to be licensed?” asked Supervisor A1 Henry.
"Yes, sir. But you can do the work yourself and not bfe certified,” Mr. Smet said. To further questions from Supervisor Henry, the building inspector explained that helpers and laborers, as well as the homeowner who does his own work, are exempt from the licensing requirement.
That might have been the intent, interjected Commonwealth’s Attorney Peter Luke, but the wording of the proposed ordinance requires helpers and laborers assisting with plumbing, electrical and mechanical jobs to be either certified themselves or under the direct supervision of a certified contractor.
