Mrs. Sara Frances Johnston, mayor of the Town of Madison, agreed. “It is a problem. Small towns cannot afford (the regulations) . . . the state doesn’t realize how difficult it is for small town to meet the requirements ... We’re handicapped because we have to have all the certification and equipment that a larege system has, without the income from customers to support it.”
Mrs. Johnston speaks from experience. Almost three years ago Madison turned over the operation and maintenance of its water and sewer plants to the Rapidan Service Authority, which now provides both on a contract basis.
