He noted that Patrick Henry, five times Governor of the Commonwealth of Virginia, opposed ratification of the Constitution because he believed it endangered the rights of individuals and states. But he eventually accepted the Constitution, joined the Federalist party, and was responsible for the adoption of the first 10 amendments to the Constitution, eight of them known as the Bill of Rights.
