Roseanne Sharp pointed out that “it only makes sense to zone mixed use, it’s not been used as a residence in the past.”

Mr. Giles said only of his request, “I was going to say something but they summed up what I had to say.”

Frank Reynolds, the town’s legal counsel, reminded the Council members that they must consider the «»rea as a whole, and not just the request of an individual property-owner. “The rezoning must be done for the public good . . . (however) if the owner benefits incidentally, that’s okay.”

He noted that “most uses of the vacant lots would have to meet (the ordinances’) requirements of parking, septic, water and other permits.” A special use permit, which might be needed for certain uses, would also require the applicant to prove the adequacy of those services.

Following those public comments, the Planning Commission closed its public hearing and unanimously recommended the rezoning.
