State satisfied with revisions
Engineer Leonard Joyce, who met with staff of the permitting agency in Richmond last Friday, reported Monday that the Department of Waste Management is now satisfied that the landfill is out of the flood zone. As advised by technical services chief Berry Wright, permanent leachate collection lines and a lined holding pond have been incorporated into the first phase of landfill construction, he said. (That will add an as yet unspecified amount to the $479,959 estimate for the first phase of construction.)
Mr. Joyce also presented the supervisors with a report on computer modeling used to predict the direction and speed at which contaminants would travel should they escape the landfill’s leachate containment system. The model was run for three different effluent sources: the first near the center of the 8.6 acres in the landfill’s initial 10- year phase; the second near the center of the 14-acre total fill area for Phases I and II; the third at the northern edge of the site nearest a drainageway.
